Toto's occupies the center of a long, narrow, Spanish-inspired strip mall at 2055 East Tropicana Avenue. The exterior of Toto's features a small patio with several tables. The interior is pleasant with white-washed walls and plenty of Mexican paintings and memorabilia. Spanish music plays softly in the background.
Toto's has a nice crowd; usually a mix of families, as well as working and professional folks. Great things are here, so whatever you order is sure to be a traditional Mexican-American favorite.
Tacos come stuffed full of delicious shredded beef and lots of both white and yellow cheese, and lettuce. Rellos are the best in town. Their huge and mild green chile wore a dark green color, and its interior of white cheese oozes out perfectly. Service is excellent.
It's a well-run operation with attentive service and better-than-average Mexican fare. Marsicos occupies a prominent role in the large menu. Several lobster, or langosta, dishes are sold at market price, along with shellfish and a few selections of fish prepared several different ways. Judging from the big crowds on a consistent basis, Toto's has already won over lots of local fans, but they're ready to treat the tourists too!

Chef Rick Moonen actually has two restaurants in one 16,000-square-foot space, with the downstairs casual dining room and the fine dining lounge upstairs. Moonen received three stars from the New York Times and four stars from the 2005 Mobil Travel Guide.
This concept originated in New York and the beautiful structure is designed by San Francisco architect Cass Calder Smith of CCS-Architecture. r bar cafe features an outdoor dining area (still enclosed in the Mandalay Bay shops), a bar and lounge area and a Raw Bar and dining room with mahogany wood tables. There's also a separate private dining area blocked off from the rest of the cafe by large curtains. The upstairs fine dining restaurant, RM, seats 85 and contains a lounge and two private dining rooms featuring tasting menus and la carte dining.
At the junction between the Mandalay Bay casino and Mandalay Place shopping area, two separate kitchens and staffs prepare food for the restaurants, both featuring separate menus. "The cafe menu is good old American seafood," says Moonen, who personally selected the beers to pair with the seafood dishes. "It's more comfort food."
